Its only legitimate ends are to secure justice for all, preserve peace, protect the rights, and promote the happiness and general welfare of the people. To think that over 330 additional State Employees are about to lose thier positions within the department of health and hospitals.
It is an insult to think that converting to private run group homes can be as good as the state run group homes. This simply has not been the case in the past I can tell you, the benefits will be less for state employees when they become private sector employees. Not only that, the current private run group homes are not adequately monitored and supervised by the state as a general rule. This is in comparison to the state run group homes. Why not re-employ some of the soon to be laid-off state employees as monitors to the privately run group homes? This will at least help in increasing the standards of the privately run group homes. Can the state assist in guaranteeing that state employees that will be hired by the private group homes will be provided, at least on a temporary basis, the same benefits as they were paid when they were State Employees ?

Was there any study conducted to determine if the residents in the group homes run by the state would receive any benefits what so ever by receiving care in the private sector?
Have we become so impulsive that we are going to make decesions not on based on evidence – based practices?
I remember that Secretary Levine stated that he would always seek to employee evidence-based practices. Obviously it appears this philosphy does apply when it comes to converting the group homes to become privately run.
